Jan Smuts and Segregation

What's the justification for the following statement? "Although Smuts had used segregation in the past as a method of stemming rapid urbanisation and for other political reasons, his government’s view on “issues of native affairs” was clear: they believed that Africans had the right to be permanent citizens and that segregation was not the way forward:" I see no real reason for this, despite the National Parties propaganda claiming otherwise --197.229.169.181 (talk) 16:54, 2 February 2014 (UTC)[reply]
